regarding run-away eresource licensing costs, from University of Winnipeg's annual report

"Over the last half-century, the makeup of collections spending has completely inverted. In 1972, the library spent 75% of its budget on resources that had a fixed, one-time cost. Today, ongoing subscription fees account for approximately 80% of the library’s annual collections budget.

Can't recall where I got it but this "Roadmap for Digital Sovreignty" is to me important, thought-provoking reading
