Does providing a PDF or SVG for your single size app icons in asset catalog provide any benefit over PNG? Does it resize better for generating the other sizes?

With a Mac Catalyst app, the iOS Deployment Target determines which version of macOS is required to run it, eg iOS 16 matches with macOS 13. It's not possible to bump up the iOS deployment target and continue to target an older version for macOS right?
