Look at irc for a moment. When using irc you join a channel.
You write things in this channel. Other people write things too.
You can join a channel and you can also leave it. Now consider
that you don't want to miss any conversation that's happening in
a particular channel. Depending on whether the chat application
is irc or Matrix, the way of doing this is different.
On irc often channels are not publicly logged. Some chat networks
even require no public logging in their policies and allow
public logging as an exception when all users of a channel
have been made aware of it. So in order not to miss any
conversation on a channel on irc many users will set up their
own bouncer and join that channel.
On Matrix on the other hand there's no need to set up a bouncer
as the Matrix server keeps logs of conversations in a channel.
When joining Matrix users have to identify. So there's no public
logging so to say. The duration for which past messages are kept
can be configured on the server too.
