@ericholscher This is definitely a pain. While it doesn't help CI builds, for development environment updates I've found the cache mount option to be a huge boost for dependency installs, as it'll reuse the local npm/apt/pip/etc cache on each build: https://docs.docker.com/build/cache/optimize/#use-cache-mounts
