When people talk about " cutting wasteful public spending," what do they actually mean? Where do theg want cuts?

E.g. my home state Victoria with # Melbourne : 31% of the budget is for health, 25% is for education.

Slightly related fun fact: The council of Port Macquarie was working to source the energy from renewables. What is the infrastructure run by the council with the highest energy consumption?

Pumps for water and sewage.
