Only a few hours ago I repeated my call for Scotland to be part of the Nordic group of countries. We share much in common with them, and they are some of our nearest neighbours.

Actually, it is extremely rare for countries to have a referendum to choose independence. The most common route to independence is for countries to declare independence (or act independent), and for a "substantial" number of other countries to accept that call.
This is roughly what happened with, for example, New Zealand. The last vestige of direct British control didn't end until 1986.
