@kyle_pegasus it's just an old analog cellphone tester, it puts out the proper signal for a phone to register and run some tests, you can make it ring and stuff like that

@kiwa person to talk to about that would be faultywarrior if you have him in any chats or can reach his socials still. he did a video of something like that a number of years ago if memory serves. sadly his employment at IBM has pretty much halted his video making so far as I'm aware.
