This is a very important time to remember how little the general public knows about your job. Whatever that job may be.
For every 20 second task, there is an opportunity to rub your chin and make "those engine parts have to come from overseas" type noises.
Of course you're very keen to help but it's complicated and could have side effects. You're happy to do the thing they're asking for, but they will lose other critical functions, are they sure they want to go ahead?
Use minutia of your field to give unhelpful but highly detailed explanations of why simple instructions are impossible and anyone in your field would obviously know that.

You can almost always find a reputable source saying any task imaginable requires PPE. Because they do, almost all tasks are technically safer with some kind of PPE.
You can also almost always find a reputable source saying PPE needs some kinds of training and/or fit testing.
