She starts off by pointing out that some States have their own local pro-trans laws, policies, programmes etc in place, which this EO can't address.
But the EO also targets entities like schools which are federally funded.
So (Correct me if I'm wrong, Americans), taxes are collected centrally, not by the States, and State administrators (aka civil servants) are only paid VIA the State, from government funding, aka taxation. So campaigners can surely argue that local civil servants, like Teachers, ARE in actual fact, government funded.
Plus, the MEANS of implementing local programmes and policies (schools, hospitals, libraries, prisons, sports facilities, women's shelters etc) will probably have some % of federal funding anyway.
So as far as I can see, the EO might very well nuke any pro-trans State's efforts to carry on with their local brainwashing.
