If your “behavior enforcement” consists of a bunch of self appointed goons who act on angry emotion, witch hunts, and never forgiveness. If your only punishment mechanism to to totally isolate an “offender” and any innocents who happen to be in the way. How is that not the tactics of police/governments/corporations that you profess to hate?
