@9CL7T9k8cjnD it's an interesting list but 1991 was the year Russia became a democracy and Putin retired from the military that year to begin a career in local politics.
By no means was Yeltsin a saint but a kleptocrat seems a bit strong. But let's say he was a kleptocrat, that means it started with Yeltsin, not Putin.
This is pretty elementary history and brings into question the validity of the entire list.
