Shower thought: Why don't tenements collectively buy business-grade contracts with their ISPs and share them out among the close? Could that be more cost-effective? Seems like something that the factors could arrange.

Or, what if a close incorporated a CIC to collectively represent the residents? A "tenement union", if you will.
