How to defund university and research in 3 easy steps by the french government:

1. Give university their autonomy, and particularly their financial autonomy, such that they now receive subventions from the state and handle their finances freely;

2. Nationally Increase salaries of all public servants through mechanisms such as inflation indexed minimum salaries, increase of all the salaries, big bump of salaries for PhD students, etc;

3. Don't increase university subventions.

At ENS, government decided salary bumps alongside inflation create a deficit of 5M/year. The state do not wish to compensate these new costs by an increase of the subvention to the school, so the only other mean to balance the finances is to reduce the quality of service for everyone, researcher and students.

And don't get me wrong, salaries increase are good and they are even too minimal given the current inflation. But if you decide to increase salaries, maybe also give to all public institutions the means to comply to the law, without having to defund other parts of their activity, otherwise it's just a budget cut.
