I think it is, because there are people whos job it is to do the requirements. It is a systemic issue on org-level, from what I see in all my previous jobs. When I arrive as a SM and I bring the idea of doing an eventstorming session it is mostly too late and the backlogs are a already filled with 100 items or more....
This is why I need some arguments which I could bring earlier.
