Best way is to have fewer cars/fewer miles in cars, which means the fire service promoting alternatives for journeys wherever possible

I did fire training at work yesterday and the subject of Li-Ion battery fires came up, complete with videos.
The ex fire service trainer advised that phones and laptops were minor issues and not something to worry about. However, E-bikes and E-scooters were the really big risk with their Lithium Ion batteries. Advice was to store and charge them away from fire escape routes and behind closed fire doors.
I asked about cars.
Cars were a non issue apparently. The packs in cars are a different chemistry, so well designed, and with so many failsafes, that they didn't generally catch fire unless really badly mechanically damaged in a crash, but that was really rare, so they are left to burn out. He said 'Don't worry about car batteries'.
Our big risk came from people bringing E-bikes and E-scooters into the building. Physically small, but high risk Lithium Ion batteries.

@Maker_of_Things @drlucyrogers We had notices go up in our office last Autumn saying that staff were no longer permitted to bring e-bikes or scooters into the office and they had to be put into the outside secure bike shed we have.
It doesn't affect me directly as I don't have one of those but a colleague asked why and was told it was a condition imposed on them by the company's insurance. So yeah, it does seem like the risk of fire from those batteries is being recognised more and more these days.

I am responsible for handling a significant volume of e-bike batteries.
It frustrates me that in comments like these no distinction is made between professionally made, certified batteries and those that are available without the same level of scrutiny/care in production and handling

I can appreciate that.
I the training we had was about managing the potential risks and not about inspecting to see if the batteries were well made or not.
I am sure that well made, tested, and certified batteries and chargers are as safe as they can be, but we can't make that distinction when a client brings a battery onto the premises.
And should a dangerously made battery catch fire, we need to have done all we can to reduce the risk to life, and also met the requirements from the insurers.
And that is what it comes down to, from our work perspective. We should ensure all E-bike and E-scooter batteries are in a safer place that reduces risk, just in case that one bad one goes wrong.

Insurance companies are not generally known for their subtlety or willingness to create loopholes or exceptions. I expect at some point the insurance actuaries have said they're not willing to accept the risk from dodgy, cheap Chinese uncertified batteries, and that ultimately translated into a policy of "no battery-powered vehicles, end of".

I've seen many ebikes with batteries that detach for charging. How big of an issue are they? And how to find safe batteries?
