It's not nearly radical enough. The best way to remove the need for the City to Sea Bridge is to completely pedestrianise Jervois Quay and Cable St, from Waitangi Park right down the north end of Frank Kitts Park.

Most of the arguments for having roads there at all were eliminated by the opening of the Te Aroha bypass, and fuck people driving cars through central Welly anyway (having been one at times, fuck me too).

With the bulk of the waterfront pedestrianised, the City to Sea Bridge can be retained for its aesthetic and historical significance. It's a fun set of multi-use public space in and of itself.

Disclaimer: I'm sentimentally attached to the bridge as the actual site of the Civic Square Occupy camp. The camp spread to Jack Illot Green and other areas, but it began (and AFAIK ended) on the grassy knoll on the roof of what was then Capital E.
