octal is a meme base.
everybody supports it because C and shell scripting did, even though there's literally no real-world use-case for it.
hell, I've had to resort to writing a Perl script to rename a bunch of files because shell will parse any number starting with zero as octal and then break when it encounters a number that can't be octal.
there's no reason to keep supporting octal literals. none. zero. zilch. nada.
