User-Accounts in a directory? Users should be able to change their passwords without shell access and with a dedicated web service? Well ... set that up today with Docker variant of "LDAP Tool Box Self Service Password" (https://github.com/ltb-project/self-service-password). Configured password policy and check new passwords against https://haveibeenpwned.com/. Works great!
