I hate to say this, but if a state actor gained access to a wiretap setup, and they passed that access to knowledgeable operators, the metadata compromise is not what those targeted should be most worried about.
I do understand that is the framing both the FBI and Verizon would want us to focus on though.
Also, compromising the LI or network environment of a telco is very different from a device compromise. Let's keep that in mind when we read things like "Chinese hackers targeted data from phones."
Here's hoping everyone uses e2ee, in which case any potential LI compromise will have been just a little less valuable.
