@gsuberland Hmm, I did use ShutUp10 from O&O though I haven't opened it in a while... I wonder if that did it.
I was in the settings app because supposedly toggling off clipboard history (which was already off) would resolve the clipboard bug I was experiencing where no matter what I copied, it would paste a transparent blank image.png
Taking that clip with the Win+Shift+S SnippingTool unbugged the clipboard somehow when it uploaded the above image to the clipboard.
