Using binary substitution (rather than building from source) is definitely the way to go for low-powered systems. As you note, it doesn't solve the fact that guix pull has to figure out the package graph which is expensive. If there are multiple systems on a network then a local substitution server is useful: https://www.futurile.net/2023/05/01/guix-publish-caching-substitution-server/
