Upgrading a project from Tailwind CSS v3 to v4. Lots of changes.

Set up has changed, tailwind config.js has been removed in favour of CSS, the container utility class has changed, the e.g. [&_a]: syntax has been removed and so on.

The hplip package being blocked in Debian unstable is starting to be a problem because of the python3.13 migration. Hplip is already autoremoved from testing. Hope they can update it to the latest version soon, but there seems to not be any activity involving this package.
