i think fediverse needs private accounts because i know people who have been harassed over nothing (due to illiteracy) tumblr style before, the block works way better on fediverse but i hope some of you implement the idea of locked account as "only followers can see this" type of deal, i mean we can set posts as follower-only however there's always a way to evade.
