"Heisenberg compensator" is the acme of technobabble, it does precisely what technobabble can and should do.

It says to the viewer, "hey, it's us, the writers, and look... we know that transporters don't really work as described, what with quantum mechanics and all, and we know that you science nerds out there know it too, but see, we would really like to tell this fun sci fi story, and it would really help if it characters could magically be zapped from one place to another... so, how about we just say it works, wink, wink, and we'll tell you this great story about (checks notes)... A guy who's afraid of transporters. Or maybe a holographic Sherlock Holmes character who comes to life? Anyway we digress, you'll love it, and thanks for agreeing to suspend your disbelief for a minute."

In other words, it establishes with the viewer a contract for the willing suspension of disbelief, it acknowledges the technical flaw and credits the audience with the acumen to understand that flaw. It does all that in two words.
