Since claims have been making the rounds that Rob Bauer (Admiral and Chair of the Military Committee, NATO) talked about preemptive strikes against russia, I looked up where those have been coming from.

Apparently it's from the following talk that Russia Today has been misrepresenting. On purpose, I would guess.

I grabbed the relevant part of the transcript and had ChatGPT tidy it up.
