Trump doesn't want his goons to feel like they will bear any responsibility for carrying out his racist plans so they are dressing up local police officers in their shitheel brand of internet available body armor just like all the pardoned rioters from his failed coup. People won't know who's arresting them which means anyone can dress up and go do this shit without accountability. I think this is intended to cause panic and possibly even to provoke a response he can call violent. (FYI, self defense is never violence)
Trump does stupid shit but he mostly seems to understand how people will respond to it. He wants permission to go harder against any resistance, and provoking people who aren't white until they respond is a classic tactic to do that without incurring blame from most white people.
(He's also just terrorizing communities that don't look like him, which seems to be rewarding if you are extremely racist and have no ability to empathize with others)
He wants America to be a hellhole because he doesn't know how else to command our attention or an easier way to force us into a grifting exchange. And in case I'm not clear, when the federal government comes to abduct people wearing shit from the internet and driving cars with no plates, that's when you know you live in a shithole country.
