Low temp >= 70˚: 21 (avg 17/11)

Really a tale of two summers:

Jun 1 – Jul 18: 8 days > 90, 14 days > 70, 3.5˚ above avg.

Since then 4, 7, 0.9˚ below avg.

Getting rid of the "byzantine political approval process" for development would:

• Remove the need to bypass said process with bribery
• Reduce the price of development (since the process/bribery is baked in to the price)
• Get more housing built
