Yes. Surveillance and tracking by default is definitely a problem. Mastodon is designed the way it is so that you will not, in general, have access to those conversations unless they're in your actually existing social network. If people wanted to converse with you, presumably you have an email address. If they aren't making an effort to reach out in this way, then assume they do not want to.
