I think a lot of the enmity towards California comes from people who see it as a place to try and make it, and they themselves were too scared to leave the flyover state they live in. So they are envious of people who had the stones the try their luck. As a result they wish ill will on anyone who tried to make more of their lives, and find glee in the misery of others.
