Oh.. I almost forgot. Under the conference requirement the tenderer has to cover all event costs including accomodation, flights, and other travel costs for the delegates. out of their own cash flow/reserves. That gets expensive very fast.

Tenders of any kind take an amount of time and effort to put together. It is difficult to justify the effort when winning would create a large cash flow impact day one.

So, when people get upset in the future about the role of big tech and “usual suspects” BigConsult setting the agenda here, this is why.

You can’t be on the pitch unless you can rent the stadium first.

It gets better. The tender also says you don’t get any money at all. until Month 14 of the project (after the conference etc).

So.. “we’ll pay you Tuesday for a Hamburger today” is the model here.

Which means only orgs that have deep pockets or other incentives can really lead on this.

Looking at a tender for an EU data thing. “Do a load of work and run a massive conference in the first year. Tenderer has to cover all the costs of the conference, including refunding travel and accomodation for at least 150 people”.

As the horse trading on the new programme for government in Ireland reaches the crescendo, it’s worth nudging this blog post from 2020 where I raised some “small g” governance issues from a data perspective.

And queue 20-something pages of a judge politely but firmly elaborating on the case of Fuck Around v Find Out and the significance of Mr H having thrown the private key out himself.

But.. it does raise an interesting point on the question of #DataValue as Mr H argued the drive was worth millions as it has his private key on it.

Mr Howells dabbled in Bitcoin, saving his wallet’s private key to a removable drive. Which he chucked in the bin by mistake, shortly before he realised his Bitcoin was worth £600 million. Queue ligation to try and force the council to let him dig up the local landfill to find the drive.

Dealing with a supplier for a repair.

Them: “And that will be done in the Gorey Depot which is the nearest one to you.”

Me: “I’m nowhere near Gorey”

Them: “But your eircode says your nearest depot is in Gorey”

Me: “Nope. It’s 3 minutes from me in Wexford”

Them: “OK. I’ll change that”

Here’s an extract from Chapter 11 of the book referencing the UNESCO recommendations on Ethics of AI. Note the specific recommendations from UNESCO about what we should be teaching about AI.

Hopefully researchers contracted will pay attention to research like this that shows significant negative impact on development of critical thinking skills: https://www.mdpi.com/2075-4698/15/1/6

Bluntly: critical thinking skills are essential to data literacy in society and the workplace and to avoiding perils of misinformation online. I wrote about it in Chapter 11 of the #DataEthics book.

I do hope that this research will be objective and will, if necessary, recommend that the plan announced in the madness before an election is killed with fire and buried at a cross roads with a stake in its heart.

But I fear that it will be asked to square the circle and produce a report that tells everyone it's all grand and nobody will be disadvantaged and there will be no impact on critical thinking skills development at a time when future workforces will need that skill more than ever. 2/2

Several weeks ago I wrote a thread (which I'll repost in a bit) about this announcement that Irish Leaving Cert Students will be allowed to use AI for research project work. https://www.irishtimes.com/ireland/education/2024/12/05/leaving-cert-students-to-be-let-use-artificial-intelligence-for-research-projects/

Imagine my surprise when I saw this tender this morning https://www.etenders.gov.ie/epps/cft/prepareViewCfTWS.do?resourceId=4919171 looking to engage consultants to research the impact of use of Generative AI in "the context of teacher-based and external central assessment for high-stakes certification of achievements.

An interesting #DataValue case from Italy. #Meta have been charged with under payment of VAT (sales tax) arising from their obtaining and use of personal data. It’s €887 million. And it won’t be the last of these. Discussions of the value of an asset class inevitably leads to debate about tax.

[#]IrishTimes reports today that Irish Leaving Cert students (terminal high school exams) have been cleared by the Dept of Education to use AI tools in exam research projects. https://archive.ph/8fFgc

Over on Bluesky I have a thread of my thoughts on why this could be a bad idea unless it increases investment in teaching critical thinking and research skills and literacy around #AI and #Data. I’ll cross post it properly later (probably as a blog post) but for now https://bsky.app/profile/castlebridge-chief.bsky.social/post/3lckbzxa3o22v
