At the time of Ubers rewrite away from OSRM: https://www.uber.com/blog/engineering-routing-engine/ they hired a knowledged GraphHopper dev (for a short time).

This new routing engine they called "Gurafu" グラフ, which is Japanese for "Graph".

They make it clear https://www.uber.com/blog/tech-stack-part-one-foundation/ that Gurafu is a Java service built on Dropwizard. (The same framework that GraphHopper uses.)

And trust me, no one sane at that time would have used Java to write a fast&global routing engine from scratch.
