Whenever you come across the phrase “Memorandum of Understanding”, step back. It’s akin to a non-compete clause/agreement where Microsoft signs deal to isolate its partners from competitors. Here is a new example

Someone should intervene in such situation for the same reason that — without intervention — a chokehold is created. Suffocation of taxpayers’ money is the worst one can do, never mind radical limitation of choice. █
