The shoe dropped

Whilst walking to work this morning, I noticed someone left a tiny turquoise shoe on the railing next to a park gate. It was maybe 7 cm long and likely fell off the foot of a local infant. But it got me wondering... why does this thing even exist? It's for a foot that's some years away from walking yet. By the time it might be needed, it would be too small. I suppose it looked cute or something but, at that moment, sat alone upon the railing, it looked to me like a bit of a waste of money and material.
