Yes, this would be useful in some cases. Currently, moderators can delete any post or comment they want, but there are no posting restrictions. This would basically invert that by requiring moderator approval for posts/comments to become visible in the first place.

I would also consider adding an option to specify an arbitrary set of users that have direct posting ability in a subspace.

This feature would add two toggles on the moderation section which would let the moderators choose who can post or who can comment. The options would be everyone, only moderators can post, nobody can post. Everyone goes into a moderation queue. Only moderators can post, but they go to a moderator queue.
